What we actually see on general contracting jobs across Los Angeles

The pattern we see most often is that schedule risk lives in plan check and utility coordination, not in framing or finishes. A straightforward interior remodel can be built in six to ten weeks; the same project can sit for two months in a corrections cycle if the initial submittal is incomplete.

The most common avoidable delay is a scope that quietly crosses a threshold the owner did not know existed. Moving a load-bearing wall pulls in structural calculations and a deferred-approval path. Touching enough of the exterior envelope moves the project onto the Title 24, Part 6 alterations pathway, and the 2025 standards that took effect on January 1, 2026 lean on heat-pump baselines for space and water heating. Adding conditioned floor area changes the zoning analysis outright, because floor area ratio, setbacks and height are all checked against the parcel zone and any specific plan or overlay before a permit is issued.

Two contract rules matter more than most homeowners expect. California caps the down payment on a home improvement contract at 10% of the contract price or $1,000, whichever is less, under Business and Professions Code section 7159.5 — a contractor asking for 30% up front is not following state law. And under section 7057 a Class B General Building licence is specifically the licence for projects involving at least two unrelated trades, which is why a genuinely multi-trade remodel should not be run under a single specialty licence.

Jurisdiction is the other thing to settle before anyone quotes a timeline. Most of the Valley sits inside the City of Los Angeles and is handled by LADBS, but pockets of unincorporated Los Angeles County go through LA County Public Works, and cities such as Calabasas run their own building and safety department. Most of the SFV falls in Title 24 Climate Zone 9, which sets the energy compliance targets. We confirm jurisdiction, climate zone and utility service before we put a date on anything.
