What we actually see running construction projects in Los Angeles

Ground-up and structural work behaves differently from a cosmetic remodel: the money and the calendar are decided long before anyone pours concrete, in soils, survey, structural engineering and the entitlement review.
The 2025 California Building Standards Code took effect on January 1, 2026, and for new residential construction the two provisions that reshape budgets most are the Title 24, Part 6 solar photovoltaic requirement and the shift toward heat-pump baselines for space and water heating. Projects that were priced against the older cycle and then permitted after the changeover routinely need their energy compliance documents redone, which is avoidable if the code cycle is confirmed at the start.
Lot-level constraints decide feasibility more often than budget does. Senate Bill 9, codified at Government Code sections 65852.21 and 66411.7, opened urban lot splits and two-unit projects on many single-family parcels, but it does not override height, setback or fire-hazard rules. A meaningful share of the hillside Valley — Chatsworth, Porter Ranch, the Santa Monica Mountains edge — sits in a CAL FIRE Fire Hazard Severity Zone, which pulls in CWUIC ignition-resistant construction for exterior walls, eaves, vents and glazing. That is a materials decision, not a finish decision, and it belongs in the first estimate.
On the company side, the questions worth asking any builder are simple and verifiable: current CSLB licence and classification, the contractor bond, workers compensation coverage for the crew, and who actually runs the site day to day. We also confirm construction and demolition waste diversion up front, because CALGreen requires it and a site with no diversion plan turns into a change order later.
2026 code note. The wildfire construction rules described above changed on 1 January 2026. The California Building Standards Commission deleted Chapter 7A from the California Building Code and consolidated it — together with Residential Code Section R337 and Fire Code Chapter 49 — into the 2025 California Wildland-Urban Interface Code (CWUIC), Title 24 Part 7, which took effect the same day. A 2026 plan set that still cites “Chapter 7A” is citing a chapter that no longer exists. One threshold catches most homeowners by surprise: replacing 50 percent or more of a roof covering within 12 months triggers the full Class A new-construction standard rather than a like-for-like repair.
