What we actually see on Calabasas jobs

Calabasas (ZIP 91302) is the one city in our core service area that is not Los Angeles. It is an independent city with its own Building & Safety and Planning divisions at the Civic Center on Civic Center Way, its own inspectors, and its own review timelines. That is the first thing we explain to owners who have remodeled in the Valley before: LADBS rules, forms and lead times do not apply here, and the City's design review — particularly on anything visible from a scenic corridor or a ridgeline — is a separate step before a building permit is issued.

The housing stock splits into gated, HOA-governed communities built from the 1980s onward (The Oaks, Calabasas Park, Mountain View Estates and others) and older ranch-style homes on the larger parcels toward Old Topanga and Mulholland. In the gated communities every exterior change goes through the association's architectural committee before the City sees it, so we sequence HOA approval first. On the larger parcels the drivers are hillside grading, oak-tree protection, septic-versus-sewer status and the fact that most of Calabasas sits inside a Very High Fire Hazard Severity Zone under Los Angeles County Fire Department jurisdiction, which dictates Class A roof assemblies, ember-resistant vents and defensible-space clearances.

Utilities are different too. Water is Las Virgenes Municipal Water District, not LADWP, and electricity is Southern California Edison — so panel upgrades for an ADU, a pool house or a heat-pump conversion are coordinated with SCE, whose service-upgrade queue runs on its own schedule. We start that application the same week the plans go in.

2026 code note. The wildfire construction rules described above changed on 1 January 2026. The California Building Standards Commission deleted Chapter 7A from the California Building Code and consolidated it — together with Residential Code Section R337 and Fire Code Chapter 49 — into the 2025 California Wildland-Urban Interface Code (CWUIC), Title 24 Part 7, which took effect the same day. A 2026 plan set that still cites “Chapter 7A” is citing a chapter that no longer exists. One threshold catches most homeowners by surprise: replacing 50 percent or more of a roof covering within 12 months triggers the full Class A new-construction standard rather than a like-for-like repair.
