What we actually see on Simi Valley job sites

Simi Valley is in Ventura County, and that matters more than the twenty-minute drive from Chatsworth suggests. Permits go to the City of Simi Valley's Building and Safety Division, which sits inside the Environmental Services Department, and the county's code-adoption and fire-review structure is not Los Angeles County's. Contractors who work only the Valley sometimes bring an LADBS-shaped assumption over the hill and find the submittal requirements do not match. We do not.

The stock is remarkably consistent: large 1960s and 1970s tract subdivisions, built quickly and to a small number of floor plans. That consistency is an advantage - once we have opened a wall on one plan type we know what is behind the next one, which makes estimates tighter than they can ever be in a mixed-vintage Valley neighbourhood. The recurring items are aluminium branch wiring in a subset of early-1970s houses, original single-pane aluminium windows, and cast-iron or early-ABS drainage reaching the end of its service life.

Fire and slope define the edges. The Santa Susana Mountains and the hills on the north and south rim put a meaningful share of Simi Valley parcels in Very High Fire Hazard Severity Zones, with Ventura County Fire Protection District review layered on top of the city's building permit. CWUIC assemblies - Class A roofing, ember-resistant vents, ignition-resistant eaves and siding - are a cost line on those parcels, and defensible-space expectations shape landscape and accessory-structure placement.

Simi Valley's permit process is comfortably digital: submittals and inspection requests run through the city's self-service portal, and the Building and Safety counter is reachable directly. Our sequence here is a plan-type identification on the first walk-through, a fire-zone and Ventura County Fire check before design, an early look at panel capacity and wiring type, and then a schedule that assumes county fire review where it applies rather than discovering it at plan check.

2026 code note. The wildfire construction rules described above changed on 1 January 2026. The California Building Standards Commission deleted Chapter 7A from the California Building Code and consolidated it — together with Residential Code Section R337 and Fire Code Chapter 49 — into the 2025 California Wildland-Urban Interface Code (CWUIC), Title 24 Part 7, which took effect the same day. A 2026 plan set that still cites “Chapter 7A” is citing a chapter that no longer exists. One threshold catches most homeowners by surprise: replacing 50 percent or more of a roof covering within 12 months triggers the full Class A new-construction standard rather than a like-for-like repair.
