The Hidden Hills Community Association operates its own architectural review, and in practice that review comes before the city building permit, not after it. A homeowner who takes drawings straight to plan check without HHCA review first has sequenced the project backwards and will lose weeks. We start with the association's requirements and design to them, then permit.

The equestrian character is a real design constraint, not a marketing description. Bridle trail easements run along and through a great many lots, and there are no sidewalks or streetlights by design. We pull the title and locate easements before drawing a footprint, because moving a building ten feet on paper is free and moving it after approval is not.

Access and staging need more planning here than anywhere else in our service area. Everything comes through a controlled gate, construction hours are enforced, and there is no realistic option of parking crew vehicles and a dumpster along the street the way we would in Reseda or Van Nuys. That means staging has to be planned inside the property line from day one, deliveries have to be consolidated and scheduled, and subcontractor access has to be arranged in advance rather than assumed. It is a logistics discipline, and it is why a competent bid here is not the same number as the same scope one city over.

The physical work itself is high-end low-density on large parcels: additions, whole-home remodels, custom builds and detached structures rather than small bathroom scopes. The area is in the Santa Monica Mountains with substantial Very High Fire Hazard Severity Zone mapping, so Chapter 7A ignition-resistant assemblies govern roofing, eaves, vents and glazing, and Los Angeles County Fire reviews access width, turnaround and defensible space. Water and sewer are Las Virgenes Municipal Water District and electricity is Southern California Edison. Large lots also mean long utility trench runs, which is usually the single largest variable in an ADU or guest-house budget here.
