West Hills (ZIP 91307 and the western edge of 91304) is HomeSense's home base — our office is on Ponce Avenue, so a large share of what we build every year is within a few minutes of the shop. The housing stock is overwhelmingly single-story ranch and split-level homes from the late 1950s through the 1970s on 7,000–10,000 sq ft lots, which is why the three jobs we are asked about most here are ADUs on the rear yard, second-story or rear additions, and whole-home remodels that open up the original compartmentalized floor plans.
Permitting runs through the City of Los Angeles, not the County. Plans are checked by LADBS, usually at the Van Nuys district office, and zoning questions land in the Canoga Park–Winnetka–Woodland Hills–West Hills Community Plan area. The single most common surprise for owners is that the parcels along the Simi Hills side of the neighborhood — roughly west of Valley Circle and in the canyon pockets near Bell Canyon — sit in a Very High Fire Hazard Severity Zone. That changes roofing, vents, eaves and window specs on any addition or re-roof, and it needs to be known before the first drawing, not at plan check.
Because most of these homes have never had a major permitted remodel, the electrical panel is usually the first thing we look at. A 100-amp panel from the original build will not carry a modern kitchen plus an ADU plus a heat-pump water heater, and the LADWP service upgrade has its own lead time that should be started the same week the plans go in. Sewer laterals are the other legacy item: original clay or cast-iron lines are common and a camera inspection before an addition is money well spent.
Contract terms matter as much as construction. California caps the down payment on a home-improvement contract at 10% or $1,000, whichever is less, and every permit we pull in West Hills is under our own licence, CA Lic #1125001. 2026 code note. The wildfire construction rules described above changed on 1 January 2026. The California Building Standards Commission deleted Chapter 7A from the California Building Code and consolidated it — together with Residential Code Section R337 and Fire Code Chapter 49 — into the 2025 California Wildland-Urban Interface Code (CWUIC), Title 24 Part 7, which took effect the same day. A 2026 plan set that still cites “Chapter 7A” is citing a chapter that no longer exists. One threshold catches most homeowners by surprise: replacing 50 percent or more of a roof covering within 12 months triggers the full Class A new-construction standard rather than a like-for-like repair.
