What we actually see on Chatsworth jobs

Chatsworth (ZIP 91311) is two different construction markets in one neighborhood. South of the 118 the lots are flat, 1960s–70s ranch homes on 7,000–12,000 sq ft parcels, and the work looks like the rest of the west Valley — ADUs, additions and full remodels. North and west of the freeway, toward the Santa Susana Mountains and Stoney Point, the parcels get larger, steeper and rockier, and the same project can carry a hillside review, a soils report and a Very High Fire Hazard Severity Zone designation that dictates the roof, vents, eaves and glazing.

Jurisdiction is City of Los Angeles: LADBS for permits and inspections, and the Chatsworth–Porter Ranch Community Plan for zoning. Two overlays come up constantly. First, Chatsworth has a large share of the Valley's equestrian (K) districts, which affect accessory-structure placement and setbacks. Second, the Baseline Hillside Ordinance applies on the slope lots and changes allowable floor area, grading limits and height — a north-Chatsworth custom home or second-story addition is designed around it from day one.

The practical items we flag early: bedrock is close to the surface on many hillside parcels, so foundations and trenching are priced after a site walk, never from the plan alone; brush-clearance rules in the fire zone affect where an ADU or addition can sit; and re-roofs in the fire zone need a Class A assembly and ember-resistant vents. On the flat side, the usual legacy-panel and clay-sewer-lateral checks apply before any addition.

2026 code note. The wildfire construction rules described above changed on 1 January 2026. The California Building Standards Commission deleted Chapter 7A from the California Building Code and consolidated it — together with Residential Code Section R337 and Fire Code Chapter 49 — into the 2025 California Wildland-Urban Interface Code (CWUIC), Title 24 Part 7, which took effect the same day. A 2026 plan set that still cites “Chapter 7A” is citing a chapter that no longer exists. One threshold catches most homeowners by surprise: replacing 50 percent or more of a roof covering within 12 months triggers the full Class A new-construction standard rather than a like-for-like repair.
