It is a genuinely different process from Los Angeles, with its own submittal standards and its own local amendments to Title 24. The part that surprises homeowners most is how much of the city sits inside a designated landmark district. Pasadena has an unusually large inventory of landmark districts and individually designated historic resources, and if your property is inside one, exterior work is reviewed by the Design and Historic Preservation section before a building permit is issued.

That review is not a formality and it is not a reason to give up on a project. It is a sequencing problem. Window replacement, roof material and profile, porch alterations, and anything that changes the street-facing elevation need to be resolved at design stage, because a proposal that would sail through in a non-designated neighbourhood can stall for months if it was drawn without the district's guidelines in hand. We check designation status before we draw anything, and on Craftsman and Spanish Colonial Revival stock we plan on repairing and matching original fabric rather than replacing it, which is usually both what the city wants and what protects the value of the house.

Pasadena Water and Power is the third difference, and a real one. Pasadena is a municipal utility city: both electricity and water come from PWP rather than from SCE and a separate water district. Panel upgrades, new services and meter changes are scheduled through PWP, and their process and lead time are their own. On any project that adds electrical load, which now means most whole-home remodels and nearly every ADU, we open that file early because it is a common cause of an otherwise finished project waiting on power.

North and east of the city the foothills below Angeles National Forest bring a second layer: hillside grading, and parcels in or adjacent to a Very High Fire Hazard Severity Zone where CWUIC ignition-resistant construction applies to roofing, eaves, vents and glazing. The other constant across the older stock is age itself. Pre-1978 paint means EPA RRP containment, and turn-of-the-century houses frequently have unreinforced masonry chimneys and foundations that were never bolted. On a whole-home scope in Pasadena we assume a structural allowance and we say so at the estimate, rather than discovering it at demolition.

2026 code note. The wildfire construction rules described above changed on 1 January 2026. The California Building Standards Commission deleted Chapter 7A from the California Building Code and consolidated it — together with Residential Code Section R337 and Fire Code Chapter 49 — into the 2025 California Wildland-Urban Interface Code (CWUIC), Title 24 Part 7, which took effect the same day. A 2026 plan set that still cites “Chapter 7A” is citing a chapter that no longer exists. One threshold catches most homeowners by surprise: replacing 50 percent or more of a roof covering within 12 months triggers the full Class A new-construction standard rather than a like-for-like repair.
