Anaheim Public Utilities is a community-owned, not-for-profit utility supplying both services, which means a project that upgrades a panel, moves a meter, or adds enough load to need a new service drop is not a Southern California Edison matter here — it is an Anaheim Public Utilities matter, routed through the city's own Utilities Permit Assistant rather than through an investor-owned utility's queue. Crews who work mostly in the San Fernando Valley arrive expecting LADWP habits or SCE habits and find neither. The practical effect on a schedule is that the utility coordination and the building permit are two tracks inside the same city, and they can be started on the same day if somebody knows to start both.

The second thing that surprises people is that Anaheim runs its own fire department. Anaheim Fire and Rescue is not part of the Orange County Fire Authority, so a project that triggers fire review — a sprinkler system, an alarm, an access or turnaround question on a long driveway — is reviewed by the city, not by OCFA in Irvine. Anaheim's water system carries fire flows strong enough to support the department's Class 1 ISO rating, which is worth knowing because fire flow is the item that most often stalls a permit elsewhere in the county.
