What we actually see on Santa Ana job sites

Santa Ana is the county seat, which means a homeowner here is surrounded by county offices and often assumes the county issues their building permit. It does not. The City of Santa Ana runs its own building division and its own water utility through the Public Works Agency. What the city no longer runs is its fire department: the Orange County Fire Authority absorbed the Santa Ana Fire Department in 2012 and has served the city under contract ever since. So on a job that triggers fire review, the plans go one direction for building and another for fire, and the two agencies keep separate calendars. Contractors who have not worked here since before 2012 still say "Santa Ana Fire" out of habit, and that habit costs a week when a set gets sent to an agency that no longer exists.

The pre-1940 inventory in Santa Ana is one of the largest in Orange County, and a good part of it sits inside a historic district. French Park, Washington Square and Floral Park each carry design review on top of the ordinary plan check, and the review is about what the street sees: massing, roof form, window proportion, porch detail. That has a specific and often unwelcome consequence for energy work. A district house usually cannot meet Title 24 by swapping in the cheapest vinyl window package, because the window is exactly the element under review. The compliance has to move into the envelope instead — attic and wall insulation, air sealing, duct work, a better heating and cooling system — and the window budget goes toward something that satisfies both the code and the design guidelines. Neither of these is optional and neither is expensive if you plan for it; both are expensive if you are stopped mid-job.

The ground matters here too. Santa Ana sits on the Santa Ana River's historic floodplain, and much of the city falls inside a state-mapped liquefaction zone. On a one-storey remodel that rarely changes anything. On a second-storey addition, an ADU with a real foundation, or a new build, it can mean a geotechnical report and an engineered foundation rather than the conventional footing the plans assumed. We check the California Geological Survey mapping before pricing any project that adds significant load, because a foundation surprise found during plan check is a budget problem and a foundation surprise found during excavation is a much larger one.
