What we actually see on Garden Grove job sites

Garden Grove has the cleanest date of any jurisdiction change in Orange County. The Garden Grove Fire Department, ninety-three years old and founded as a volunteer force, ceased to exist at 8:00 a.m. on 16 August 2019, when a ten-year contract approved by the OCFA board on 28 March 2019 transferred nearly all of its personnel and equipment to the Orange County Fire Authority. Since that morning, fire plan review for Garden Grove projects has gone to OCFA rather than to a city desk. The building permit is still a City of Garden Grove matter and the city still supplies its own water, so a project can now involve three separate submissions. Any contractor still telling a Garden Grove homeowner that "the city fire department" will review the sprinkler plan is working from a map that expired years ago, and the wasted week shows up on the client's schedule, not theirs.

OCFA review is not automatic, which is the part worth knowing before budgeting. A residential screen check determines whether a project needs fire review at all, and under OCFA's current fee schedule plan review fees are payable before review begins. So the sequence that works is: establish early whether the scope triggers OCFA, and if it does, treat it as a parallel track with its own fee and its own calendar rather than as a step that happens automatically inside the city permit. A bathroom remodel almost never triggers it. Anything involving sprinklers, alarms, detection, or access and turnaround on a deep lot usually does.

The housing is the story here. Garden Grove built out hard in the 1950s and 1960s, and the result is street after street of single-storey tract houses on generous, flat, rectangular lots. That is close to ideal ADU ground — flat, straightforward access, room in the rear yard, no hillside, no coastal overlay, no fire hazard severity zone. It is also where the second-storey addition and the primary-suite bump-out live, because the original three-bedroom, one-bathroom plan is undersized for how these houses are used now. The constraint is rarely the site. It is what is inside the walls: original panels sized for a different era, galvanised or shallow slab plumbing, and framing never intended to carry a floor above it.

Because the stock is overwhelmingly pre-1978, essentially every substantial Garden Grove remodel is a lead-safe job. The EPA's Renovation, Repair and Painting rule applies once painted surfaces are disturbed, and demolition or disturbance of asbestos-containing material — original ducting, floor mastic, textured ceilings, roofing felt — requires South Coast AQMD Rule 1403 notification before work starts, web submission only since 2016. We include containment, a certified renovator and the notification in the estimate for these houses by default, because on a 1958 Garden Grove tract house they are not a contingency, they are the job.
