For anything in the foothills it governs the schedule, because County access and fuel-modification review is the long pole, not plan check.

There is one Glendora-specific sequencing rule that catches almost every out-of-town contractor: the City's Water Division has to complete its portion of the submittal forms, and that completed form has to be inside the construction-document package when it is submitted. In other words the plan set is not submittable until Water has signed off on its part.
