That is a large practical advantage and it is routinely misunderstood — owners still budget months for a Coastal Commission hearing that, for an ordinary remodel or addition, no longer happens. The caveat is that certification covers most projects, not all; some categories and some appeals still reach the Commission, so the first thing worth confirming on a coastal-zone parcel is which track the specific project falls into.

Newport Beach also runs its own fire department rather than contracting with the Orange County Fire Authority, so sprinkler, alarm and access review stays inside the city. Newport Beach's newer hillside tracts raise none of that but face the full Title 24 alterations pathway with no historic argument available.
