What we actually see on Ontario job sites

Ontario splits its utilities in a way that catches people who have only built in Los Angeles. Water and sewer belong to the city through the Ontario Municipal Utilities Company — more than 630 miles of potable water main, roughly 450 miles of gravity sewer and over 45,000 water service connections — while electricity comes from Southern California Edison. So a bathroom addition or an ADU generates a city utility conversation about meters, laterals and capacity, and a separate investor-owned-utility conversation about the service drop and panel. Those two tracks move at different speeds, and the one that gets started late is the one that holds up the certificate of occupancy.

The permitting side has moved faster here than in most of the inland valley. Ontario partnered with Symbium for real-time automated permitting, and since 4 August 2025 residential solar and energy-storage permits have been issued through that platform rather than through conventional plan check. The practical lesson is to decouple the two: if a whole-house remodel includes a photovoltaic array and a battery, we run the solar and storage permit on the automated track and keep it off the critical path of the structural and mechanical review, instead of bundling everything into one submittal and letting the slowest item set the schedule.

Ontario is an inland valley city, and the Title 24 energy calculations reflect that. Cooling load, not heating load, decides the equipment; duct leakage testing and HERS verification are real cost items rather than paperwork; and the 2025 code’s heat-pump-leaning baseline lands differently on a house with a 1980s gas furnace and uninsulated attic ducts than it does on a coastal remodel. We look at the attic assembly and the duct runs before we look at the condenser, because in this climate the distribution system is usually where the efficiency was lost.

The older housing north and south of the Euclid Avenue corridor is a different job than the newer tracts. Anything built before 1978 pulls in the EPA Renovation, Repair and Painting rule, which means a lead-certified firm and real containment, not a tarp. Ontario sits inside the South Coast Air Quality Management District, so Rule 1403 notification is required before demolition and before any renovation that will disturb asbestos-containing material — popcorn ceilings, sheet flooring and duct wrap being the three we find most often in this stock. Both of those are cheap to plan for and expensive to discover mid-demolition. On the ground side, we order the soils report before the structural drawings on any new foundation, because alluvial fan soils and shallow groundwater in parts of the city change footing depth, and a geotechnical recommendation that arrives after the framing plan is a redraw rather than a note.
