Cooling load drives the mechanical design, attic and roof assemblies matter more than they do five miles east, and the cool-roof provisions in Title 24, Part 6 stop being a compliance checkbox and start being a comfort decision. On re-roofs in the 91367 flats we talk about solar reflectance and attic ventilation in the same conversation as colour, because a west-facing bedroom under a dark low-slope roof is a service call waiting to happen.
The area is really three markets. The flats north of Ventura Boulevard and around Taft and El Camino are 1950s and 1960s tract homes on regular lots - good candidates for detached ADUs and rear additions, with the usual vintage constraints of 100-amp panels and galvanised supply. Warner Center to the east operates under its own specific plan with a different set of rules. South of Ventura, the land climbs into the Santa Monica Mountains, where hillside regulation, slope-based floor-area limits and fire-zone construction all apply at once.
On the hillside parcels we treat the fire-zone assembly as a design input, not a finish selection. Very High Fire Hazard Severity Zone designation brings CWUIC into play - Class A roofing, ember-resistant vents, ignition-resistant exterior materials and enclosed eaves - and defensible-space clearance affects where an ADU or a pool house can physically go. Choosing those assemblies during design costs nothing extra; substituting them after plan check does.
Woodland Hills lots are generous by Valley standards, which makes the detached ADU the single most common project type we build here. The practical limits are rarely setback related - they are the electrical service, the sewer lateral capacity and the distance from the main house to the new structure, since trenching runs for power, water and waste are priced by the foot. We measure that run on the first visit, because it is the number that most often separates two otherwise identical ADU quotes.
