Does a Van Nuys home actually need a cool roof?
This is the question we get corrected on most, because a lot of roofing pages in this market state it wrongly. The short answer for most Van Nuys homes: probably not as a prescriptive requirement — and here is the reasoning, so you can check it yourself.
First: does your project even trigger the energy code?
For a low-rise residential roof, the trigger is the 50% rule. If more than half of the roof surface is being replaced, the work counts as an alteration and the roof has to meet the current energy code. If you are replacing half or less — a slope, a leak area, a section over an addition — it is treated as a repair and does not pull the whole roof into compliance.
Second: which climate zone is the house in?
Title 24’s prescriptive cool-roof minimums for steep-slope residential roofs (pitch greater than 2:12 — meaning nearly every pitched shingle or tile roof in Van Nuys) apply in Climate Zones 10 through 15. Van Nuys sits in Climate Zone 9. That is why a standard pitched re-roof here generally does not carry a prescriptive steep-slope reflectance minimum, even though the same roof in Riverside or Palmdale would.
Where those values do apply, the thresholds are an aged solar reflectance of at least 0.20 and thermal emittance of at least 0.75, or an SRI of at least 16. Worth knowing: those are aged numbers, not the figures on the box. They reflect three years of real-world weathering and dirt, measured under the Cool Roof Rating Council’s protocol.
Low-slope sections are a different rule
Plenty of Van Nuys homes have a flat or near-flat section — a patio cover, a porch roof, a mid-century addition. Low-slope roofing is treated separately, and there is a trade-off path: an aged solar reflectance below 0.63 is allowed as long as the roof/ceiling U-factor stays within Table 141.0-B. In practice that usually means adding insulation at the deck rather than changing the membrane you wanted.
Exemptions that come up on real jobs
- Solar. Roof area underneath building-integrated photovoltaic or solar thermal panels is exempt from the reflectance, emittance, and SRI minimums.
- Heavy roofs. A roof assembly weighing at least 25 lb/ft² — genuine clay tile, concrete tile, slate — is exempt from those minimums as well. This catches a lot of Valley homes.
And which code year applies to you
The 2025 Building Energy Efficiency Standards govern permits applied for on or after January 1, 2026. It is the application date that matters, not when the crew starts. If your permit application went in during 2025, the previous cycle still governs the job.
How we actually handle this: climate-zone boundaries follow the parcel, not the city name, and LADBS plan check is the final authority. So we confirm the zone, the slope, and whether your scope crosses the 50% line for your specific address before we quote — rather than applying a blanket rule and adding cost you may not owe.
Van Nuys is valley floor, not hillside — and that changes the roof
Roofing requirements in the Valley are not uniform. Much of Encino and the hillside communities sit inside a Very High Fire Hazard Severity Zone, where Chapter 7A drives a Class A assembly on re-roofs and ember-resistant detailing at the eaves and vents. Van Nuys, on the valley floor, generally is not in a VHFHSZ — so the wildfire assembly rules that dominate a hillside re-roof usually are not the governing constraint here. What does drive a Van Nuys roof instead: heat. The valley floor runs hot and holds it, so attic ventilation, radiant barrier, and deck insulation tend to do more for comfort and cooling bills here than chasing a reflectance number the code does not require.
